Implementation strategies to promote electromobility at the municipal level

The PhD thesis deals with the focus on climate protection with the policy field of environmental policy. The research question of the thesis is: "How do political mechanisms at the local level contribute to the successful promotion of electromobility?" To answer the research question, the governance-theoretical approach is used, initially with a focus on the multi-level system and, based on this, the 'local governance' approach will be added. In addition, on the one hand, the legal framework conditions and forms of control by the federal and state levels are analyzed and, on the other hand, the resulting implementation measures for electric mobility at the municipal level are analyzed. Comparative case studies from the city of Frankfurt, the MainTaunus district and the city of Offenbach create a spatial cluster, which reveals the implementation strategies of the individual actors. A direct comparison should make it clear which control approach is chosen at the municipal level. At the same time, the intermunicipal cooperation with regard to the promotion of electromobility is examined. In addition, qualitative interviews with experts are held (members of the state parliament, mayors and district administrators) who provide information on the internal processes for implementing electromobility.
