Abstract:
“Our struggle for global sustainability will be won or lost in cities.” This statement by the former Secretary General of the United Nations, Ban Ki-moon, underlines the “transformative power” of cities for sustainable development. Since the United Nations Conference on Environment and Development (1992), transnational city networks have emerged as “new” actors and municipal representatives in global environmental governance. In order to expand their scope of action, they are seeking intensive cooperation with international organizations and non-state actors. This dissertation project systematically analyzes this transnational city networks-to-other actors cooperation. Using the negotiation process of the Sustainable Development Goals (2012-2015), which resulted in the introduction of a standalone urban sustainability goal, the project examines how this cooperation affects the ability of transnational city networks to act as norm advocates. In so doing, the project contributes to the growing debate in the field of International Relations as to whether cities are "new" and powerful actors in a transforming international system.
