No, as a rule, all certificates must be presented at the time of application and submitted directly via the application form. The only exception is for students who have not yet been enrolled when submitting their application. If you want to apply for a Deutschlandstipendium and you are not enrolled when submitting your application, you must indicate this in the application form.
