Subject: Raising awareness among state and municipal employees regarding espionage
Dear members of JLU,
for the JLU, international cooperation is a fundamental prerequisite for successful research. However, recent political developments necessitate a proactive engagement with the existing risks associated with international research cooperation.
The JLU processes data of significant national, social, and economic importance; this includes, among other things, research results, student data, administrative data, and patents. The unauthorized disclosure or illicit acquisition of such data can lead not only to severe financial damage but can also significantly damage the reputation of the JLU.
The Federal Office for the Protection of the Constitution (Verfassungsschutzbund) has noted an increase in suspected reports and concrete cases of espionage activities nationwide, to which various actors and institutions are being exposed. In the efforts of foreign intelligence services to collect information, the public service—and universities in particular—represent a lucrative target. In this context, "human sources" play a particularly important role. The methods used are sometimes so subtle that those affected are often unaware that they are being targeted and are disclosing information.
To empower employees of the state administration to recognize espionage attempts, the Hessian State Office for the Protection of the Constitution (Landesamt für Verfassungsschutz Hessen) has created an information sheet intended to raise awareness and encourage reflective and deliberate action: LfV Hessen sensibilisiert öffentliche Stellen | verfassungsschutz.hessen.de
