Digital Pact 2.0 – Hessian Digital Pact for Universities 2026-2031
The State of Hessen and its universities view digital transformation as a key task in shaping the future of research, teaching, the arts, and administration. Building on the successes of the first Hessian Digital Pact (DPH) for Universities (2020–2025), the state and its universities are steadfastly continuing their joint efforts with Digital Pact 2.0. A total of 120 million euros will be available for this over the next six years.

DPH-DMS
By 2031, universities will have digitized and seamlessly implemented key administrative processes across platforms. In 2026/27, the focus will be on digital personnel & student records, as well as common document management standards. Following the together first principle, university-wide solutions are being developed for all users.

HessenHub 2.0
This project is developing solutions for the responsible use of AI in teaching. It is testing AI-sensitive exams, accessible teaching and learning materials, and support within sustainable collaborative structures. The goal is to create legally compliant, scalable solutions for the digital transformation of higher education.

Smart Administration with AI
This project is driving the digital transformation of universities in Hessen through the use of AI in administrative processes. Within this network, AI solutions are developed, shared, and used to improve efficiency and service quality. It strengthens competencies, IT development, and digital sovereignty while protecting sensitive data.

IDA-NOOTS/DSC
Through IDA, NOOTS, and DSC, a standardized, data-based interface—covering state, federal, and European levels—is being implemented for the first time to enable the automated exchange of documentation and the once only principle. Universities operate in compliance with the law, work more efficiently, improve service, and reduce staff workloads through automation.

HKHLR-RSE
This project expands the Hessian Center of Excellence for High-Performance Computing to include services for RSE and AI. Training and consulting services promote research software, AI-supported research processes, and expertise across sites. Collaboration between HKHLR and HeFDI strengthens HPC software development and research data management.
HKHLR-RSEDigital Pact 2.0 complements Hessen's Higher Education Pact 2026–2031 and reinforces digital transformation as an ongoing priority for collegiate institutions. The focus is on continuing to develop existing digital structures, promoting innovative projects, and fostering collaboration across institutions based on the together first principle. The goal is to sustainably strengthen the competitiveness, digital sovereignty, and resilience of Hessian universities.
Funding is provided in particular for collaborative digital transformation projects that several universities jointly develop and implement. The focus is on modernizing processes, expanding digital infrastructure, and supporting digital transformation in research, teaching, and administration. With funding through 2031, Digital Pact 2.0 provides planning certainty and sustainably strengthens Hessen as a center for science and research.
