Provide digital administrative services online

In 2017, the Online Access Act (OZG) made it mandatory to digitize government services. This landmark decision to make changes was codified in July 2024 by the OZG Amendment Act.

“The university administration will go digital.” Justus Liebig University (JLU) also specifies its endeavor in the JLU Digital Transformation Strategy 2030 of July 5, 2023 (activity 3 goal 2). Activity 2, goal 3, also states, ”A prerequisite for the aforementioned expansion goals of digital teaching is consistent digital transformation of services for students, so that all documents from application to deregistration are mapped in a digital student life cycle. This requirement is made partially binding through the Online Access Act (OZG) (...)." JLU, among others, is to implement the Online Access Act (OZG). In concrete terms, this means offering existing administrative services electronically, for example via administrative portals.

All 14 state universities in the state of Hessen have joined together in the Hessian OZG working group. In particular, university-specific administrative services, such as application and enrollment, are currently being implemented (Original version in German, HMWK, cf. Verwaltung online anbieten, accessed on January 8, 2025). “Implementation is partly coordinated and partly university-specific—depending on the synergy opportunities and specific requirements. The aim is to bring central parts of the university administration up to an internationally modern digital level for the target groups.” (HMWK)
