The Role of Private Actors at the United States-Mexico Border

This thesis examines the kinds of private actors that have existed at the U.S.-Mexico border since before Mexican independence in 1810 until modern times.  It also examines the ways in which these private actors have affected the relations between the United States and Mexico and the international agreements and public policies that have emerged as a result of the activities of these border-oriented non-state actors.  Finally, the thesis delves into the bi-national public policies that have emerged on both sides of the border to deal with private actors and explores the need for international law, traditionally within the exclusive purview of states, to address the increasing role of private actors in the borderlands.
