In most European countries, public funding constitutes the main source of budget for universities. On the one hand, public expectations regarding the destination of these funds have become more defined, and on the other, accountability for the use of these resources has increased. Recent geopolitical developments appear to be further exacerbating this trend.
What room for manoeuvre do universities have left in the face of public demands? What role can and should they play in defining public priorities? How can they serve the public good without being under the command of the state? How far can they promote changes?
This contribution will draw on the cases of France and Germany to trace the evolution of relations between the state and universities. By focusing on the transformation of public expectations on universities and on how the latter have responded to them or influenced them, I will highlight the multiplication of the roles expected of universities and the implications for the “idea of university”.
